I responded at approximately
11:07 a.m. on Wednesday, February 11, 1998, to the scene
of a structure fire located
at 368 Huth Street in the City of Green Bay. Upon arrival, I
met with Fire Department
and Police Department personnel and was informed that the
occupant of the structure,
believed to be Sandra Maloney, had been found by Mrs. Maloney’s
mother in the home that
had obviously been involved in a fire. The occupant had expired prior
to discovery.
When Fire Department personnel
arrived at the scene, the fire apparently had
self-extinguished due to
lack of oxygen in the structure. Green Bay Police Department
detectives were at the scene
and in charge of the investigation. I requested that the
Brown County Arson Task
Force be activated because of the fatality. Captain Richard Bartlett,
Sergeant Joseph Kaminski
and Sergeant Ronald Smith responded to the scene.
The structure was a one story,
brick construction, three bedroom, single family dwelling.
Initial investigation indicated
that the most severe damage to the interior of the structure
had occurred in the living
room on the main floor of the dwelling. The interior of the building
at the main floor level
was coated with a heavy covering of soot from the smoldering fire.
The bedroom at the Northwest
end of the first floor sustained the least damage at that level
of the building, with a
moderate coating of soot on walls, furnishings and carpeting. The
bathroom located to the
South of that bedroom sustained a minor degree of heat damage in
addition to deposits of
soot. The two bedrooms that were located to the South of the bathroom
sustained more severe heat
and smoke damage. It was noted that a bedroom window was partially
open (approximately 4 to
6 inches) in the center West bedroom but that air movement was
obstructed by a closed window
blind.
